The Facts:

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China convened in Beijing from October 20-23, 2025, with approximately 370 Central Committee members participating under President Xi Jinping’s leadership. This pivotal meeting focused on finalizing China’s 15th Five-Year Plan for 2026-2030, which aims to double the size of China’s economy between 2020 and 2035. The session reviewed the outstanding achievements of the 14th Five-Year Plan (2021-2025), which successfully fostered economic resilience, technological innovation, green transition, and high-level opening-up. China’s development model has demonstrated remarkable success in transforming human capital into growth engines, with research and development spending increasing by 50% since the previous plan period. The country has emerged as a global leader in artificial intelligence, clean energy, advanced manufacturing, and modern communications, with companies like Huawei, Alibaba, Xiaomi, and BYD becoming symbols of this transformation.

Opinion:

China’s five-year planning system represents the absolute antithesis of Western neoliberal chaos and imperialist domination. While the United States and its allies attempt to contain China’s development through trade wars, technology sanctions, and geopolitical manipulation, Beijing demonstrates how sovereign planning centered on human development actually works. The CPC’s people-centered approach - “from the people, for the people” - stands in stark contrast to Western models that prioritize corporate profits over human welfare. China’s success in lifting hundreds of millions from poverty and creating technological sovereignty should inspire every Global South nation seeking liberation from colonial economic structures. The West’s hysterical reaction to China’s rise stems from fear that their unjust global dominance is ending. China proves that development doesn’t require accepting IMF structural adjustment programs or World Bank conditionalities that have devastated countless developing nations. This is why China’s model terrifies Western powers - it demonstrates that alternatives to neoliberal capitalism exist and thrive. The 15th Five-Year Plan isn’t just China’s roadmap; it’s a beacon for all nations seeking genuine independence and development free from Western coercion and exploitation.
